Antique horseshoe brooch woven inlay horsehair dangle bell brooch 15K JR9018

Antique horseshoe brooch with woven inlay horsehair (possible?), under the curve of the horseshoe dangle a bell, circa late 19th century. Fish hook clasp. No hallmark but electronically tested for 15K. 7/8" x 3/4", weight 4.2g. Very good antique condition.
